BACKGROUND
An internationally recognized electric industry expert, Dr. Cazalet is a leader in the analysis and design of markets for electricity and the analysis of transmission, generation and load management investments. For his industry contributions, Public Utilities Fortnightly magazine in 2000 named Dr. Cazalet ?Innovator of the Year?.
Dr. Cazalet has over forty years of electric power and related experience as an executive, board member, consultant, and entrepreneur. He combines this electric industry experience with energy experience in the gas, oil, coal and nuclear industries. He has worked in the telecommunications, banking, chemicals, and office machine industries, and has been a consultant and participant in the development of state and federal energy and environmental policy.
He was recently a member of the Board of Governors of the California Independent System Operator and is a founder of MegaWatt Storage Farms, The Cazalet Group, Automated Power Exchange (APX), Decision Focus, Inc. and Cazalet Systems.
Dr. Cazalet holds a PhD from Stanford University focused on economics, decision analysis and power system planning and degrees in engineering from the University of Washington.
VP and Co-Founder, MegaWatt Storage Farms, Inc. (2007-Present)
MegaWatt Storage Farms plans, develops and operates grid scale electricity storage farms. MegaWatt is storage technology agnostic and deploys commercial electricity storage for renewables integration and grid stability.
CEO and Founder, The Cazalet Group (2001-Present)
The Cazalet Group provides high-level strategic, investment and operational advice, consulting, training, design and research to industry and government executives facing changes in electric power market structures and regulation. The Cazalet Group brings experience, confidentiality and industry knowledge to the executives and organizations it serves.
Governor, California Independent System Operator (CAISO) (2004-2007)
Appointed by California Governor Schwarzenegger in 2004, Dr. Cazalet recently served as a member of the five-person Board of Governors of the CAISO. He also served as transition manager ?interim CEO? while the search for the current permanent CEO of the CAISO was completed. The CAISO is charged with safe and reliable real-time operation and planning of the bulk of the high voltage transmission lines in California. The CAISO also operates real-time and daily markets for electric power. Dr. Cazalet served as vice chair of the Board, served on the Finance Committee, and served as chair of the Operations Committee of the Board. The Operations Committee oversaw market design including resource adequacy, market and grid operations and transmission planning. He was also the board member assigned to oversee the design and implementation of $180 million in new market and hardware technology for the CAISO locational marginal price (LMP) day-ahead and real-time dispatch.
CEO and Founder, Automated Power Exchange, Inc. (APX) (1996-2004)
Dr. Cazalet founded APX in 1996 and served as APX CEO to 2000, Chairman to 2002 and as a board member to 2004. Dr. Cazalet conceived the business opportunity, led the design of the technology and products, and raised $66 million in investment capital in three rounds from venture capital investors and strategic power industry investors such as Bechtel, Tokyo Electric, Kyushu Electric, Hydro Quebec, Excelon and First Energy. He successfully led the company into diverse exchange, scheduling, and settlements businesses in North America, Europe and Asia with over 100 highly competent professionals. APX developed independent power exchanges in California, the Midwest, Eastern US and in Europe. Today, APX provides independent transaction services for trading, scheduling, and paying for electric power including the tracking of green power transactions and the dispatch of generation and demand response. Upon appointment to the CAISO Board of Governors in 2004, to avoid any potential conflict, Dr. Cazalet resigned as a board member of APX and disposed of his interest in APX.
President and Founder, Cazalet Systems (1985-1995)
As a consultant, Dr. Cazalet carried out a number of studies of complex, long-term power contracts, and transmission and generation investments for many electric utilities and public agencies. Dr. Cazalet also developed and applied the Power Market Decision Analysis Model (PMDAM) to simulate power markets covering all power plants and transmission lines over large market areas such as the Western American continent (1986-1995). He sold this modeling system to Electronic Data Systems in 1992 where it was in operation for seven years as a major power market analysis tool for many power companies in all regions of the US.
President and Founder, Decision Focus, Inc. (DFI) (1976-1985)
Dr. Cazalet founded DFI in 1976 and until 1985 he led DFI to become a leading firm in energy and electric power market modeling and decision analysis consulting. The firm attracted more than 50 PhD?s specializing in decision analysis and software development for the power, energy, telecommunications and transportation industries.
SRI International, Consultant and Manager (1967-1976).
Dr. Cazalet was an early member of the pioneering Decision Analysis Group at SRI International, which at the time was known as the world?s largest think tank. Dr. Cazalet participated in and led high-level consulting and decision analysis engagements for several of the country?s largest corporations.

Dr. Cazalet guided the development of power marketing and generation expansion strategies for the CEO and top executives of Bonneville Power Administration. For executives of other utilities, he provided consulting and studies of bulk electric power market contracts, environmental compliance planning, system reliability, capacity planning, fuels strategy, plant construction decisions, marginal costs, rate design, and power market modeling.

Working for the CEOs and top executives of these clients, Dr. Cazalet provided analysis and advice on corporate strategy, synthetic fuels investment, subsidiary divestiture, diversification studies, and training in decision analysis. He was the developer of the SRI-Gulf National Energy Model and the Generalized Equilibrium Modeling System (GEMS). This modeling methodology is still employed in California and worldwide for energy economic studies and planning.

Dr. Cazalet developed bond portfolio management systems, and trained banking management in energy-economics and decision analysis.

Dr. Cazalet led many market and product pricing studies including a major telecommunications study for Pacific Bell. For Xerox corporation, he led several high-level decision analyses of new product introductions. For Gulf Chemicals he led the analysis of the decision to build a major new chemicals refinery.

PERSONAL
Ed was born in Vancouver, Canada. He became a US citizen in 1976 and has since resided in California. Ed has three grown children and five grandchildren. Ed has been a competitive swimmer since childhood, representing Canada in international completion. Ed continues to swim competitively in Masters competitions, and has held several world and national swimming-records in his age category.
